The Troop Committee is the administrative arm of the Troop. Members may or may not work directly with Scouts. The Scoutmaster and ASMs are accountable to the Troop Committee’s direction. The Committee Chairperson interprets BSA policy for the Troop and approves incoming committee members. Positions are filled based on interest and talent. Below is a list of Committee positions and their responsibilities.
Committee Chairperson
Organize the committee to see that all functions are delegated, coordinated and completed.
Prepare Troop Committee meeting agendas and facilitate meetings.
- Work with Area Council and District; interpret national and local policies to the Troop.
- Attend monthly Boy Scout Roundtable meetings.
- Working with Membership, arrange for charter review and annual recharter; plan the charter presentation.
Secretary
- Record and publish meeting minutes and schedule upcoming meetings.
- Update website information as needed.
- Assist Committee members as needed.
Treasurer
- Maintain appropriate records for Troop checking and savings accounts.
- Pay bills on authorization of Committee.
- Supervise funds for Eagle Scout projects, including obtaining proper authorizations.
- Lead in the preparation of the annual budget.
- Report to the Troop committee at each meeting.
Chaplain
- Provide a spiritual tone for Troop meetings and activities.
- Counsel members as requested and act as intermediary for Troop conflicts or concerns.
- Encourage Boy Scouts to earn their appropriate religious emblems.
- Report to the Troop Committee at each meeting.
Membership
- Work with Scoutmaster and Committee Chair to understand and plan membership growth targets.
- Be available to local area Pack Cubmasters and/or Webelo den leaders, as needed; participate in Annual Recruitment Open House (October).
- Collect new membership materials for Scouts and adults – Applications, Parent Information Form, Medical records, etc.; distribute to In-Troop personnel as needed.
- Submit all new applications within one month (usually at the upcoming Round Table). Enter new Scout information in Troopmaster.
- Work with District to ensure members are accurately reflected in roster, and collaborate to correct errors.
- Annually, solicit members to report changes to personal information, update in Troopmaster, and notify District.
- Ensure Boys’ Life is being received at correct address.
- Maintain separate records of adult volunteers and Troop (Scout) membership, to verify against District rosters.
Advancement Coordinator/Board of Review Chairperson
- Enter or assign entry of Scout advancement in Troopmaster.
- Schedule Boards of Review monthly (or as needed) with Scouts and BOR personnel.
- Provide Scout promotion information for Court of Honor program.
- Report Scout promotions with three days from date of Board of Review to Area Council.
- Review Scout status with Area Council to ensure Scout promotions’ are registered and request corrections if needed.
- Secure badges and certificates.
- Report to the Troop Committee at each meeting.
Merit Badge Coordinator
- Issue Blue Cards to Scouts upon request and assign Counselors.
- Maintain a list of current Blue Cards that are outstanding.
- Maintain and circulate the most current Merit Badge Counselor list from District.
- Encourage and facilitate parents to sign up as Merit Badge counselors.
- Secure Merit Badges and certificates and report Scouts who have completed badge work to Area Council.
- Report to the Troop committee at each meeting.
New Member Orientation Coordinator
- Maintain an up-to-date Orientation packet and Fact Sheet or new members.
- Conduct New Member Information Meeting with parents (in March, after Bridging, and November, after Open Recruitment).
- Work with Membership and Scoutmasters, as needed.
- Review Scout Handbook, Orientation packet, and other materials and information with parents.
Communications/Website
- Send communications to whole Troop as directed by Committee.
- Update Website content as needed.
- Mentor, train, assign duties to and oversee Scout Webmaster position.
Transportation Coordinator
- Work with Scoutmasters in regard to each Outing to schedule and plan appropriate transportation.
- With Membership, collect vehicle information from each parent (Parent Information Sheet).
- Vehicle make and model, License plate numbers, Drivers license numbers, Number of seats in each car
- Insurance providers, etc.
- Annually, solicit parents to review information for accuracy.
Equipment Coordinator
- Make recommendations re: Troop equipment purchases and replacement. Assist in procuring equipment as directed by Committee.
- Inventory, check, and store equipment after each outing. Remove equipment that is unsafe or damaged.
- Ensure equipment is labeled and stored in an organized, easy to access manner.
- Mentor, train, assign and oversee Scout quartermasters regarding proper storage and maintenance of Troop equipment.
- Post equipment list in storage container and update list as needed.
- Schedule and perform annual inventory and safety check for all Troop equipment.
- Report to the Troop committee at each meeting.
Fundraising Chairperson
- Investigates and presents Fundraising opportunities and ideas to Committee for approval.
- Works with outside organizations to implement Fundraising opportunities approved by Committee.
- Organizes (or assigns) volunteer helpers for annual Garage Sale and donations.
- Annual appeal to identify Troop parents who work for corporations who award grants to non-profit groups.
