Preparing for Scoutmaster Conferences and Boards of Review

The Scoutmaster’s Conference is the last requirement before a Scout can present himself to the Board of Review.  Scouts may meet with the Scoutmaster at any time for advice.  When a Scout seeks promotion, he must have a Scoutmaster’s Conference.

The Board of Review is a panel of three to five adults who interview the Scout in a formal, yet encouraging, setting, in order to promote him to the next rank.  The Scout is advanced upon passing the Board of Review.

How parents can help their Scouts prepareMock interview with you Scout on the basics, described below.  Scouts are to be dressed in Formal Class A uniform (with sash), long pants, and scout socks when meeting with Scoutmaster and BOR.  Make sure all insignia are properly on uniform and sash.

Preparing for your Scoutmaster Conference
  You will meet one-on-one with the Scoutmaster.  In accordance with BSA Youth Protection Policies, another adult must be on site and accessible during all Scoutmaster Conferences.

  • You MUST be able to recite the SCOUT OATH, SCOUT LAW, SCOUT MOTTO and the OUTDOOR CODE by heart, and demonstrate the Scout Handshake.
  • If you are ready to advance, all sign-offs for that rank should be properly completed, with the exception of those that can be completed in the Conferencce.  Proper sign-offs include Adult Leader initials and dates. 
  • Wear Formal Class A, long pants, belt, official Scout socks, AND sash.  Make sure your clothes are neat and Merit Badges and rank badges are properly attached.  Bring your handbook and Scout Binder.  Your Scout Binder (also called your Eagle Book) is your personal record of your Scouting experience. 
  • Be ready to explain what activities you have participated in and what skills you have learned.  If you held leadership position, be ready to discuss what you did and what you learned. 
  • Be ready to discuss what Scouting means to you and why you should advance.  Please share your views on how to make our Troop better.

Upon passing, the Scoutmaster will sign and date your Handbook, indicating you have participated in a Scoutmaster Conference.  If he feels you are ready to advance, he will recommend you to the Advancement Chairperson.  Otherwise, he will meet with you again when you are ready to advance.

Preparing for your Board of Review
  You will meet with 3 or more Troop adults in a formal interview process to assess your readiness to advance.

  • You MUST be able to recite the SCOUT OATH, SCOUT LAW, SCOUT MOTTO and the OUTDOOR CODE by heart, and demonstrate the Scout Handshake. 
  • Make sure all sign-offs for the rank you are seeking are properly completed. Proper sign-offs include Adult Leader initials and dates.
  • Wear formal Class A, long pants, belt, official Scout socks, and sash and bring your handbook.   If you are not dressed properly or forget your Handbook, your BOR will be postponed.
  • Bring any other materials you might need.  It is recommended you bring your Scout Binder or your completed Blue Cards.  If you recently completed Merit Badges that are needed for the rank, but have not received them yet, ask the Troop Merit Badge Coordinator to verify in an email the badges in question and the dates you completed them.  
  • Be ready to explain what activities you have participated in and what skills you have learned.  If you held a leadership position, be ready to discuss what you did and learned from the experience.
  • Be ready to discuss what Scouting means to you and why you should advance.  Please share your views on how to make the Troop better. 

Upon passing the BOR, you immediately earn your Rank Advancement.  The Advancement Chairperson approves your promotion by signing and dating your Handbook.  You may receive your new Rank Patch after your Board of Review.  If the Board finds you are not ready to be promoted, they will advise you specifically as to what you need to do.
